Executive Director's Report - Convention Issue 2001

ACCA Leadership and Involvement for 2001 - 2002

The annual convention of the Association of County Commissions of Alabama always marks the beginning of a new year of activities for the organization. It is at the annual convention that officers and members of the Board of Directors and Legislative Committee are elected. Shortly after the convention the new president appoints numerous individuals to serve on the various steering committees. These groups involve about 130 different individuals.

Recently elected ACCA President Billy Ray Williams from Etowah County mentioned several times in his acceptance speech the importance of membership involvement in association activities. The strengths, weaknesses, successes and failures of any organization are always attributable to membership involvement. The ACCA has enjoyed a long history of membership involvement which seems to improve each year. It is very important that membership involvement continues to grow and I am convinced that the new president is dedicated to see that that is exactly what happens during his term.

Technically, the ACCA has only 67 members, the county commissions of Alabama. The real membership of the association consist foremost of the 361 county commission members. It is these ladies and gentlemen that comprise the core of the organization and it is they that the organization serves. The ACCA membership can however, be viewed in a much broader sense. This broader sense involves what can be described as the "whole ACCA family". The family consists of the ACCA and now five affiliate organizations: Association of County Administrators of Alabama, Association of County Engineers of Alabama, Emergency Management Council of Alabama, County Revenue Officers Association of Alabama, and the Alabama City-County Management Association. Involvement of people representing these affiliates has increased significantly during the last decade and that involvement has been very positive. This evergrowing family has significantly bolstered the strength and effectiveness of the ACCA specifically and county government in general.
