Association of County Commissions
of Alabama
Created in 1929, the Association of County
Commissions of Alabama has worked to promote quality county
government and improved services to Alabama's residents
for more almost seventy years.
Each year the Association works with leaders
of the executive branch as well as the 140 members of
the Legislature to promote the interest of county government.
Using the Association's written Legislative Program as
a guide, ACCA works to help ensure law is written
in a way that is the most favorable to counties.
Providing educational opportunities for
county commissioners and their staff is a function of
the Association. The Alabama Local Government Training Institute
and educational programs for county administrative personnel,
county engineers, county attorneys, emergency management directors, 911 directors and county revenue
officers are sponsored by the Association.
ACCA also offers legal advice and assistance
through the Montgomery office and often employs outside
legal counsel in cases that will have a dramatic impact
on counties throughout the state. To provide the best
benefits to the taxpayers and county employees, many counties
participate in one of the Association's self-funded insurance
programs -- workmen's compensation insurance and liability
insurance.
The Association's award-winning magazine, "The County Commissioner," is published
six times annually providing county officials with information
on current issues important to the operation of county
government. ACCA also produces other publications
that are used as resource documents for county officials.
The activities of the Association are governed
by its officers and board of directors. Theofficers --
president, first vice president and second vice president
-- are elected each year by vote of the counties. The
members of the board are also elected at the annual convention
by vote of the counties within each of the 10 Association
districts. The officers and board then are responsible
for directing the Association's activities, including
the setting of dues and the establishment of policy on
timely issues.
